Assam School Reopening : Govt. Issued Proposed Guidelines; Invites Public Opinion

With an aim to reopen the education institutions of Assam which has been kept shut due to COVID-19 pandemic, Govt. of Assam has released a set of proposed guidelines for imparting informal education till the restriction on Opening of educational institution continues both for government and Private school. 



Following guidelines are placed in the public domain to obtain views and Suggestions from the different stake holders on the proposed guidelines, Required if any.

On receipt of favorable views it is proposed to start informal education from 1st September or from any other day as suggested.

Pre-Conditions: 
 
A. The process of informal education will not be compulsory for all students. Those students who are interested to join the informal classes will have to inform to the Head of Institution and they will have to wear face masks and have to maintain physical distance of minimum 8 feet while attending the classes.

B. It will be mandatory on the part of each and every teacher, resource persons, panchayat officials and officials of Education Department to get them tested for COVID-19 in between 23 th August to 30 th August and they will be allowed to take part only if they found Negative. However, for Government Teachers test is mandatory for participation in these classes.

C. All the Venues used for the informal Education from class V to VII! will have to be kept clean by the local people of Panchayat authorities.

D. All the Schools or colleges to be used for imparting education will be sanitized before starting the Education and thereafter on in interval of every 15 days.

E. However imparting of online education through digital devices will continue as before without any break.




1. Activities Suggested for the student from class I to IV.


A. While distributing ration of Mid Day Meal the Head of Institution will provide hard copy of questions/ Assignments for each of the student to then parent/guardian.

B. The students will have to answer their paper in home only.

C. The parent/guardian will have to hand over the answers to the Head of the School on their next visit to collect the ration.

D. The teacher will examine the answer and will be used as results of Unit test/Exam.

E. Teachers will come to School and actively participate in checking of papers.

2. Activities suggested for the students from class V to VIII


A. In each of the village hamlet four spots/venues shall be identified by the Head of Institutions of nearest local LP/ME and Composite school. These four venues are to be selected to impart informal education for the students of class V to VIII. For each class there should be separate fixed venue. These venues may be Community Hall, Village library, open field, Courtyard of houses etc except school premises.

B. Similarly, they will also identify Resource persons for each of four venues of each hamlet, class wise to impart informal education if teachers are not adequate. The resource pel On may consist of working teacher of any school both from Government and private, Retired teachers, local willing and capable persons, TET qualified teachers, Senior students etc. However it will be mandatory on the part of working teachers in imparting of education.

C. The resource persons/teachers will impart education in batches. There should not be more than 15 students in one batch. The duration of class for each batch may be 90 to 120 minutes. Ina day they can take class in 2-3 batches.

D. These resource persons/teachers shall teach the students on the style which was earlier used in gurukul. They will use improved techniques like storytelling, project preparation, assignments , tests etc . They may give questions tu them to write answers at home etc. They will also teach the students regarding use of digital media including the DIKSHA, Biswabidya APP etc.

E. SCERT will provide them guidelines regarding learning methods and also learning outcomes.

3. Activities suggested for the students from class IX to XII


A. The informal classes for class IX to All will be organised in school complexes in which the students of nearest school, whether he is a student of that school or not can also attend.

B. Similarly all retired teachers etc can also impart education in their nearest school. All such willing teachers are requested to inform their willingness to the nearest school .

C it will be mandatory on tte part of all working teachers to impart education.

D. All the willing students have to register their name in the school . The school will arrange number of sections for each class/subject and there will not be more than 15 students in one section.

E. All the six days of the week shall be used for the informal education except Sunday in two batches every day. The classes for IX and XI shall be held on two days and for X und XII for four days in a week as mentioned below .

Class IX - On Monday and Friday From 9 AM to 12 noon

Class X - On Tuesday, Wednesday ,Thursday and Saturday from 9 AM to 12 noon

Class Xl - On Monday and Friday From 1PM to 4 PM

Class XIl - On Tuesday, Wednesday, Thursday and Saturday from 1PM to 4 PM


F. There will be 4 classes every day of 45 mts duration of each class.

G. The daily routine will be prepared by the Head of Institution in such a manner that all subjects are covered.

H. The SEBA/AHSEC will provide guidelines for study in such a manner that the students are benefited in their future studies as well as in facing any admission test etc for future studies.

4. For the students of final semester for the Bachelor degree in colleges and students of class 11 and 12 studying in the colleges, all the colleges have to follow the same guidelines as mentioned for Class XI and XII above. The detailed guidelines will be issued by the Higher Education Department based on feedback received from Public.

5 For the student of Final semester in the Engineering Colleges, all the Engineering colleges will have to follow the same guidelines as mentioned above and similar instruction shall be issued by the Director Technical Education, Assam. Hostels will be open for final year students.

6. For the student of Final semester in the Medical Colleges, all the Medical colleges may follow the same guidelines as mentioned above and relevant instruction shall be issued by the Director Medical Education, Assam.

7 All the Universities are also directed to start Academic activities as per their own suitability and as per guidelines received from the University Grant Commission. They are also requested to inform their plan of activities to the Director Higher Education, Assam. Private Educational Institutes will also be at liberty to follow the guidelines.
