Assistant Professor:
As per Govt. of Assam Office memorandum no AHE.407/2017/44, dtd.08-11-2018 with the NET/SLET/SET as mandatory eligibility conditions. Candidates having Ph.D. degree in accordance with the UGC (minimum standards and procedures for award of the Ph.D. degree regulation, 2009 shall be exempted from the requirement of minimum eligibility conditions of NET/SLET/SET. The candidates must have goad academic record with at least 55% marks (or an equivalent grade in point scale) at the Master's degree level in the concerned subject. A relaxation of 5% marks may be provided to SC(ST/PWD candidates.

Laboratory Assistant: Bachelor's Degree in any discipline, preferably in Science (B.Sc.) with knowledge in computer.

H.S.L.C. Passed.

How to Apply for EWS Certificate in Assam? [Download EWS Application Form]

EWS certificate is basically an income and asset certificate issued to the citizens belonging to the economically weaker sections of the society. Economically Weaker Section (EWS) is a new reservation sub-category under the General category; which came into effect from the year 2019.

The persons belonging to EWSs who are not covered under the scheme of reservation for SCs, STs and OBCs shall get 10% reservation in direct recruitment in posts and services in the Government of Assam.

To claim the benefit of 10% EWS reservation in any govt. job or admission in higher education, candidates have to essentially produce the valid EWS certificate issued by the competent authority.

Eligibility Criteria for EWS Certificate in Assam:

Persons who are not covered under the scheme of reservation for SCs, STs and OBCs and whose family has gross annual income below Rs. 6.00 lakh (Rupees Six lakh only) are to be identified as EWSs for benefit of reservation.

Income shall also include income from all sources i.e. salary, agriculture, business, profession, etc. for the financial year prior to the year of application.

Also persons whose family owns or possesses any of the following assets shall be excluded from being identified as EWS, irrespective of the family income:

i. 15 Bigha of agricultural Land and above in rural area.

ii. 1 Bigha of residential land and above in rural area.

iii. 1.5 Katha of land in notified Municipal Corporation/Municipal Board/Town Committee Area.

iv. House of built up area more than 1000 Sq.ft. and above in notified Municipal Corporation/Municipal Board/Town Committee area.

* The property held by a “Family” in different locations of different places/cities would be clubbed while applying the land or property holding test to determine EWS status.

* The term “Family” for this purpose will include the person who seeks benefit of reservation, his/her parents and siblings below the age of 18 years as also his/her spouse and children below the age of 18 years.

Issuing Authority & Verifying Authority:

- The benefit of reservation under EWS can be availed upon production of an Income and Asset Certificate issued by the Circle Officer or Circle Officer (A) of the Revenue circle where the candidate and/or her/his family normally resides. 

- The Income and Asset Certificate issued by any one of the following authorities (given below) in the prescribed format (given below) shall only be accepted as proof of candidate's claim as belonging to EWS:-

* The Officer who issues the certificate would do the same after carefully verifying all relevant documents following due process as prescribed.

* The crucial date for submitting income and asset certificate by the candidate may be treated as the closing date for receipt of application for the post, except in cases where crucial date is fixed otherwise.

* The appointing authorities should, in the offer of appointment to the candidates claiming to
be belonging to EWS, include the following clause:-
" The appointment is provisional and is subject to the Income and Asset Certificate being verified through the proper channels and if the verification reveals that the claim to belong to EWS is fake/false the services will be terminated forthwith without assigning any further reasons and without prejudice to such further action as may be taken under the provisions of the Indian Penal Code for production of fake/false certificate.”

The appointing authority should verify the veracity of the Income and Asset Certificate submitted by the candidate through the certificate issuing authority.

Important points regarding appointment by EWS category:

- In case all posts in State Government reserved for EWS are not filled up by candidates belonging to EWS category during the recruitment process due to shortage of eligible candidates, the balance posts will be filled up from candidates of unreserved category.

- Persons belonging to EWS selected against the quota for persons with benchmark disabilities/ex-servicemen shall be placed against the roster points earmarked for EWS.

- A person belonging to EWS cannot be denied the right to compete for appointment against an unreserved vacancy. Persons belonging to EWS who are selected on the basis of merit and not on account of reservation are not to be counted towards the quota meant for reservation.

- Land revenue receipt (on verification by LM in case of farmer)

Assam Police Constable Examination 2020: Selection Process, Syllabus & Guide Books

Assam Police has released an employment notification for the recruitment of 6662 posts of Constable in Armed/ Unarmed Branch and the online application is already over. Today, in this article we will discuss about the selection process, syllabus and guide books for Assam Police Constable Recruitment 2020.

- Candidates whose applications are found correct in all respect will have to undergo the Physical Standards Tests (PST) and Physical Efficiency Tests (PET).

- If any candidate is found to have any physical deformity as may be detected by the Medical Officer present in the DLSC, he/ she will be debarred from participating in the other tests.

Scrutiny of documents:

- All the original documents along with a set of Photostat copies of the documents will be checked before the candidate is allowed to appear in the PST and PET as per the given eligibility criteria.

- Candidates who are rejected will be given rejection slips specifying the reason of rejection.

- In order to avoid manipulation of documents at later stage, the Chairman or a Member of the DLSC shall put his/her signature on each copy of such document at the time of PST/PET; particularly on caste certificate and any other documents which carry marks against Extra-Curricular Activities and Special Skills.

Physical Standards Tests (PST):

- After the documents are found correct, the candidates will have to appear in the PST (Physical Standard Test). 

- It will carry no marks.
- Measurement of the height, weight & chest (only males) of the candidates will be done using latest technology and after which the candidate will be examined by a Medical Officer for preliminary check-ups for followings:

* knock knee
* vision test
* colour blindness test
* flat foot
* varicose vein
* physical deformities etc. 

- Once a candidate clears the PST he/she will have to appear in the PET (Physical Efficiency Test).

Physical Efficiency Tests (PET):

- The Physical Efficiency Test will carry 40 marks.
- CCTV will be installed for recording each event of the PST and PET for each candidate. Performances may also be announced through PA system.

- All Candidates will be subjected to bio-metric recordings for identification.
- A candidate gets eliminated from the recruitment process as soon as he/she fails to qualify in any event during PST or PET. A candidate may have to take the PET in a sequence as decided by the DLSC.

- Individual statement of marks signed by the candidate and the officer conducting the race/ tests will be shown to the candidates. 

- A rejection slip will be given to a candidate when he/she is eliminated from a particular Test. 

- Marks for Extra-Curricular Activities and Special Skills will not be announced instantly as this may involve further verification of information.

- Results of the PST and PET will be locally displayed at the end of each day of Test.

- After completion of the PST and PET for all the candidates, District-wise merit lists for each category (Unreserved, OBC/MOBC, SC, ST(P), ST(H) for both men and women) will be prepared on the basis of the total marks scored on PET. 

- Candidates will be called for the Written Test in order of merit at the rate of 5 (five) times the number of posts allotted in respect of each category. If the total number of qualifying candidates turns out to be less than 5 times the number of posts, all qualifying candidates but no other will be called for the Written Test.

- It will have 2 (two) events viz:

* Male Candidates:
a) Race: Those who qualify in the PST will be subjected to 3.2 km race to be completed within 14 minutes (840 seconds).
b) Long Jump: Minimum 335 cm for long jump (3 chances to be given and the longest valid jump rounded off to the nearest cm will be considered for awarding marks).

* Female Candidates:
a) Race: Those who qualify in the PST will be subjected to 1600mtrs. race to be completed within 08 minutes .
b) Long Jump: Minimum 244 cm for long jump (3 chances to be given and the longest valid jump rounded off to the nearest cm will be considered for awarding marks).

Written Test:

- Written test will consist of 100 multiple choice type questions to be answered on an OMR answer sheet. - For each correct answer the candidate will get half a mark. 

- Questions will be of the level of class IX and X. 

- Total marks for the Written Test will be 50. 

- There will be no negative marking.

- Written Test will be conducted throughout the State on one day at each district HQ.

Extra-Curricular Activities and Special Skills: 

- Candidate will receive up to 10 marks under this section. 

- Marks are to be rewarded as per his/ her extra qualifications or eligibility.
